24 Points on Foreign Investment: AHK Perspective

On Sunday August 13, 2023, the State Council released a high-level document titled "24 Point Policy in Optimizing the Foreign Investment Environment and Attracting Foreign Investment", which outlines steps to attract more investment into China. This document will serve as a guide for further opening up efforts, with additional implementation documents likely to follow soon.

What is Remarkable

The document establishes a clear connection between improving the business environment and attracting foreign investment. "Optimizing the business environment" is mentioned before "attracting investment," therefore highlighting the priority placed on the former. Additionally, the document emphasizes improving the business environment in bold language, surpassing the guidance on attracting investment. In the German Chamber's recent case-based Advocacy Paper, we stressed that investment initiatives (framed as “China Investment Year”) can only yield results if significant improvements to the business environment are made first.

AHK Perspective

We welcome the announcement as a very positive development, as it addresses major pain points that the German Chamber has been raising over the past few years. However, actions speak louder than words - we need swift and comprehensive implementation of the State Council’s suggestions. Opening-up crucial areas such as telecommunications, public procurement, and pharmaceuticals would be highly welcomed if implemented. Sending positive signals to the foreign business community, such as this, are vital in a climate where the Chinese economy falls behind expectations and doing business with China is increasingly perceived as a risk.
